Nebraska Graduated License Law

Instruction Permit

Age 15

May apply 60 days before 15th birthday.

Requirements: Must pass written & vision test.

Restrictions: Accompanied by licensed driver 21 or older.

Provisional Operator’s Permit

Age 16 - 17

May apply 60 days before 16th birthday. Expires on 18th birthday.

May drive unsupervised from 6:00 a.m. to midnight.

May drive unsupervised from midnight to 6:00 a.m. if driving to/from work or school activity and home.

Requirements (One Of The Following):

  • Complete a Department of Motor Vehicles approved driver safety course and successfully complete a written and driving test given by the driver safety course instructor, OR
  • Present to the Driver's License Examiner a 50 hour certification form signed by a parent, guardian or licensed driver who is at least 21 years old. Will be required to successfully pass a drive test administered by a Driver's License Examiner.

Restrictions: Between midnight to 6:00 a.m. accompanied by licensed driver 21 or older, except as stated above.

Driver’s License

Age 17

Individuals 17 years old who have held a POP for at least 12 months, surrender their POP to the Driver's License Examiner & who have not accumulated three or more points on their driving records during the previous 12 month period, will be eligible for an operator's license.

An individual may hold a POP and wait until they are 18 to apply for an operator's license.

Any driver’s license or ID Card issued to an individual under the age of 21 will expire on their 21st birthday. Individuals may make application and test 60 days prior to their 21st birthday, but cannot have the license or ID card issued until ten days prior to their 21st birthday.
