Michigan Graduated License Law

Level I - Learner’s License

Age 14 & 8 months

  • Segment 1 driver education certificate.
  • Pass vision test.
  • Parent/guardian signature.

Restrictions:

May operate a motor vehicle only when accompanied by a licensed parent or legal guardian or any licensed driver 21 years of age or older designated by the parent or legal guardian.

If your teen is driving with a designated licensed adult, your teen should carry a signed letter of authorization from you.

Teens who have not been previously licensed will be placed on a minimum three-year probationary period beginning when a Level 1 License is issued. To enroll in Segment 2 of the driver education course, a minimum 90 days must have passed since teen completed Segment 1. Teen must log at least thirty hours supervised driving, including two hours at night, with licensed parent, guardian or designated adult age 21 or older before Segment 2.

Your teen cannot drive to or from the Segment 2 course without a licensed parent, guardian or designated adult age 21 or older in the front seat.

Level II - Intermediate License

Age 16

  • Have held Learner’s License for minimum 6 months.
  • Segment 2 driver education certificate.
  • Pass vision test.
  • Skills test certificate. Contact an independent third-party testing agency to schedule date, time, and location. Road test fees vary; be sure to ask about the cost.
  • Have no convictions or civil infractions, license suspensions, or at-fault crashes for the 90-day period immediately prior to applying for a Level 2 Intermediate License.
  • Have a parent, legal guardian, or responsible adult sign the application to certify 50 hours behind-the-wheel experience.

Restrictions:

Between midnight and 5 a.m., teen must drive with a licensed adult over age 21 unless driving to and from employment.

Parent Option:

Parent/guardian has the option of requesting inwriting that the teen driver remain at Level 2 and not automatically advance to Level 3 at age 17. Request must be made at least 30 days before teen’s 17th birthday.

Level III - Full License

Age 17

Have held Intermediate License for minimum 6 months.

Complete 12 consecutive months without a moving violation, an accident in which a moving violation resulted, an accident, a license suspension, or a violation of the graduated license restrictions (may be six months at Level 1 and six months at Level 2, if consecutive).

With parent/guardian approval at Level 2, the Level 3 License is automatically mailed to teen. If approval was not given, parent/guardian and teen must go to a Secretary of State branch office. New drivers, including teen drivers under Graduated Driver Licensing, are placed on probation for a minimum of three years. The probationary period is a way for the Secretary of State to monitor the driving performance of new drivers. Although probation is a separate program from GDL, the objective of both programs is to help young drivers reduce their crash risk and drive safely.
